Suspended along Asia’s north-eastern rim, the Kuril islands have long served as a meeting ground for diverse peoples and cultures. Prehistoric migrants converged on the Kurils from Siberia, Japan, and North America. Since their earliest encounters, Russians and Japanese have shared a shifting Kuril frontier. Soviet seizure of the arc in World War II rekindled territorial rivalry that still blocks a Soviet-Japanese Peace Treaty, handicaps joint development of Siberia, and involves the United States and the Peoples’ Republic of China in a web of irredentist politics. As guardians of the continent and as outposts on the ocean, the Kurils are intimately associated with an enhanced Soviet presence in the Pacific. Based on Russian, Japanese, British, and American sources, including recently declassified documents and archival material, this is the first comprehensive study of an area whose past has hitherto been the captive of nationalistic historiography.
