Głównymi bohaterami tej monografii sq jednak współtwórca i realizator polityki zagranicznej, czyli Sekretarz Stanu, i jego Departament of State oraz dyplomaci. Oni tworzą ważne plany, analizy i raporty, prowadzą negocjacje, a wreszcie są obecni (choć w drugim szeregu) podczas wszystkich ważnych wydarzeń.
