Implikują one do dzisiaj założenia organizacyjne i parametry ideowe polityki państwa wobec naszych rodaków za wschodnią granicą.
Najwyższe organy władzy politycznej PRL z niezwykłą ostrożnością podchodziły do aktywności na dawnych Kresach w drugiej połowie lat osiemdziesiątych. A kiedy zgoda na to została już oficjalnie wyrażona, przystąpiły do tworzenia programów i strategii współpracy z Polakami w ZSRS, uważnie analizując reakcję Moskwy. Klamrą otwierającą ten okres niepewności jest moment, kiedy czynniki partyjne ZSRS zorganizowały pobyt W. Jaruzelskiego w Wilnie, a zamykającą – dzień, w którym geenerał Jaruzelski, już jako prezydent RP, złożył w lipcu 1990 roku wizytę we Lwowie. Ten czas przygotowywania polityki polonijnej między PRL a III RP wyznaczają działania administracji oraz instytucji publicznych (np. „Wspólnoty Polskiej”) według schematu oraz narzędzi stosowanych w ostatnich latach PRL.
Ewolucja programów wobec Polonii i rodaków żyjących poza granicami przebiegała jednak powoli i nie bez trudności. Z jednej strony w końcu lat osiemdziesiątych były działania Towarzystwa „Polonia” koordynującego swoją pracę i program z sowieckim Stowarzyszeniem „Rodina” i politycznymi czynnikami w Moskwie. Ich celem była instrumentalizacja polityczna rodaków. Z drugiej strony odbywał się proces upodmiotowienia środowisk polskich oraz katolików innych nacji na Kresach Wschodnich przez Kościół katolicki, początkowo dynamicznie wspierany z Polski przez duchowieństwo i hierarchię.
